Last week, I spoke with Maryland Commerce Secretary Harry Coker, Jr. during his tour of bwtech@UMBC. We talked about how the Moore administration plans to bring in new tech companies and which sectors he thinks are ready to take off. Keep scrolling to read more from our chat.

 

Meanwhile, Maryland finalized its proposal for the Broadband Equity, Access and Deployment program to expand internet access across the state. The funding came in lower than expected because of changes made to the program under the Trump administration.

 

And one more thing — nominations are now open for the 2025 Technical.ly Awards! We’ve added a few new categories this year, including Thought Leader and Emerging Entrepreneur of the Year. Submit before Nov. 9.

Funding opportunity: Catalyst accelerator 

 

Robin Hood is now accepting applications for Catalyst, its 4-month accelerator for pre-seed social impact startups. The program offers $100K in funding and 16 weeks of coaching, workspace, and community in Brooklyn (February–June 2026) to help founders with traction refine their product, strengthen their go-to-market, and build the partnerships needed for long-term success. Catalyst is open to for-profit and nonprofit ventures building tech for housing, education, future of work, health, financial services or any area impacting economic mobility for all.

Strengthening Maryland's economic future 💪

 

Secretary Harry Coker, Jr., is traveling to every county in Maryland to get a better sense of each region’s economic outlook. He’s focused on growing the state’s “lighthouse sectors” — computational biology, quantum and aerospace — which Gov. Moore has highlighted as areas of strength.

 

Amid budget chaos, Coker is also looking for ways to lessen Maryland’s dependence on the federal government.

 

“Our driver, frankly, is to develop a robust, equitable and competitive economy that we need to be able to weather the headwinds coming from Washington or wherever else,” Coker told me. Continue reading...

BEAD funding dips 📉

 

Maryland’s Office of Statewide Broadband has submitted its proposal for the BEAD program — a federal effort to improve internet access — to the National Telecommunications and Information Administration, using $78 million of its original $268 million allocation.

 

Back in June, the NTIA changed the program’s eligibility rules, forcing states to revise their plans. It’s still unclear whether Maryland will be able to use the remaining BEAD funds for non-infrastructure projects, like digital skills training or workforce development, as the program originally allowed.
